Proposal for Amendment to Article IV, Section 10 of
the Shire Bylaws, concerning the addition of the
office of Chamberlain, and for ancillary amendments to
other sections as necessary to incorporate the new
office; drafted by request of the Barony Upgrade
Exploratory Committee. Purpose: to provide an
officer charged with the responsibility of looking
after the Shire Stuff (and perhaps one day the
uber-impressive baronial regalia) so the exchequer
doesn't have to. This proposed amendment will be
considered at the shire business meeting now scheduled
for January 21st, 2007.
In Article IV, Section 10, add:
"(o): Chamberlain. The Shire supply sergeant.
i) Maintains an up-to-date list of all chattel owned
or possessed by the Shire, except for perishable and
consumable items (food and sunscreen, for example).
The chamberlain shall make a copy of the group
property list available to any shire member upon
request. This property list should include the
following information for each item, to the extent
available:
A) A specific description, including type, color,
material, distinguishing features, etc., as necessary
to tell it apart from similar items;
B) Its current location, or the person responsible
for keeping it on behalf of the group;
C) History of the item, i.e. when it was purchased
by, or donated to, the Shire; its cost, or who donated
it, etc.
ii) Reports to the shire exchequer any item(s) that
must be disclosed to the Kingdom as part of the Shire
financial report; and files reports directly to the
Kingdom Chamberlain as required by Æthelmearc law.
iii) Creates and implements a system by which shire
chattel can be tracked as it is borrowed and/or used
by shire members, to minimize the risk of loss;
ensures that shire property is marked as such whenever
possible.
iv) Reports the loss of any item to the Shire,
together with the circumstances, and recommends a
course of action to obtain the return or replacement
of any stolen, destroyed or lost items.
v) Advises the Shire on the feasibility of acquiring
and keeping new items; Researches and recommends the
most economical means to acquire desired new property.
vi) Monitors the condition of items, and proposes
their disposal, replacement, or repair at a Shire
business meeting when such action becomes necessary.
vii) Propose changes to the Shire bylaws concerning
Shire-owned chattel, if and when such become necessary
or appropriate; and monitors group activities to
ensure compliance with Article VI of these bylaws
concerning Shire property."

RE DUTIES OF ALL OFFICERS
Art. IV, Section 6(g):
g) Arrange for the safe-keeping, care, and repair of
all items of shire-owned property related to his/her
office; maintain an up-to-date inventory list of such
items; make this list available to shire members upon
request; and advise the shire Chamberlain of any items
acquired, damaged, lost or destroyed.
RE DUTIES OF EXCHEQUER
Art. IV, Section 10(g)(ix): delete entire sub-section
(below) and renumber following sub-sections x-xiv.
ix) Annually compiles a list of all shire-owned
property and assets, including where each items is
located and who is responsible for it; and accounts
for any items that have disappeared;
RE SHIRE PROPERTY
Art. VI, Section 3(d):
d) All shire officers and members who are charged
with the responsibility for shire property shall
maintain an up-to-date list of all items in his/her
care, provide a copy of this list to any shire member
upon request, and notify the shire chamberlain when
any item is acquired, damaged, destroyed, lost, or
permanently transferred to the keeping of another.
